The Alliance For Community Empowerment Energy Program provides help to eligible households in Bridgeport, Easton, Fairfield, Monroe, Stratford, Trumbull, Westport, and Norwalk with assistance in paying their winter heating bills. There are several programs for which you may be eligible. They are:
CEAP Furnace Repair/Replacement Program
When a heating system is unsafe or inoperable, repair or replacement is available for CEAP eligible single-family homeowners. SUBJECT TO THE AVAILABILITY OF FUNDING.

Clean Test and Tune-up services (CT&T) for heating systems are available for CEAP/CHAP households. In the case of renters, the landlord must sign a permission form for work to be done. SUBJECT TO THE AVAILABILITY OF FUNDING.
None of these are entitlement programs.
An intake/certification specialist will conduct the interview and process the application. An outreach team is available to conduct home visits for homebound elderly and/or physically disabled. Call for an appointment.
Matching Payment Plan/Forgiveness
Eligible households are enrolled in the Winter Protection plan and are put on a monthly budget payment plan with the gas and electric utility companies during the winter months.
Clients who pay the budgeted payment amount each month can reduce their outstanding balance and maintain their service year-round. The utility companies will match the payments and energy assistance benefits and deduct that from the amount owed.
Weatherization is no longer available through this agency; however, clients eligible for Weatherization may receive it through Energize Connecticut.
